I think it won't be a weapon, Just something to justify who spies when you spy a planet, since, who do it? or are starlings able to see others planet as if they had a god's eye? then they Introduce this to make the game maybe a bit realistic in that aspect when you spy, Or it could be something you drop in a planet and keeps you informed about that player's actions, etc. But I find that hard to do, they would have to add a tab for Spying capsule's notifications.
