confuse about firerate!!!

does the upgrade make the firerate faster or slower?.'

it show on the board above that the lvl 1 bazooka's firerate is 0.50/sec

compare to its lvl 7 the firerate is 0.66/sec

so is that means upgrading it makes the bazooka's attack slower?.'
